Strengthening Democratic Security Governance in the European Union’s Neighbourhood: Integrating Research into Policy
The project will enhance current knowledge and understanding of the role the concept of security sector reform plays in European security strategy and the European Neighbourhood Policy. It will contribute to the promotion of democratic security governance and research-led policy-making in European integration/European security areas in the public administration institutions in Ukraine and other European Neighbourhood countries as well as to the stimulation of excellence in teaching and research in European security studies in higher education institutions in Europe generally and the European Neighbourhood in particular. It will also contribute to consolidating and extending networks and cooperation among scholars and decision-makers dealing with European security policy and facilitate knowledge transfer from academia to policy community and media and the broader public.
Towards a More Resilient European Neighbourhood:
Security Cooperation and the Management of Current and Future Threats in Europe’s Strategic Orbit
This project increased the quality of higher education in the field of European integration in the area of European security and contributed to the development of research-led teaching in Ukraine. It achieved this through a series of events, activities, and outputs that assisted knowledge exchange and transfer, as well as building and enhancing local academic capacity of independent and critical thinking, advanced social science research (including methodology) and teaching tools, utilising the benefits of multi-method, multi-theory interdisciplinary research. Security cooperation, the management of current and future threats, and the ENP as a specific tool to address security concerns provided the substantive basis for the project, thus simultaneously addressing an important policy agenda and having the potential to generate impact in civil society and governments beyond the primary objective of enhancing research and teaching on European integration and capacity in Ukrainian higher education.
Ukraine-EU Cooperation in Crisis Management and Disaster Risk Reduction:
Sharing Best Practices, Building Effective Capabilities
Cooperation in crisis management and disaster risk reduction (natural, man-made disasters, terrorism, conflict and conflict-related emergencies) is a priority and thematic platform of the Eastern Partnership and an important sphere of cooperation between Ukraine and EU within the Ukraine-EU Action Plan, but it is an almost completely neglected topic in the academic curricula on EU/European integration/security studies in Ukraine and other countries of the Eastern Partnership. Similarly, very little research has been carried out on diplomatic and political/institutional aspects of this subject, which further diminishes the prospects of high-quality modules and courses and effective education and training of current and future academics and professionals working in this area. By organising a workshop bringing together national and international experts from a variety of professional backgrounds with young scholars and advanced postgraduate students and publishing the proceedings of the event, a contribution made to improving the breadth and depth of higher education provision in the area, a Ukraine-based subject-specific expert network established and consolidated, and interaction between professionals in the area with academics enhanced to enable better-informed, evidence-based practice of effective and efficient crisis management and disaster risk reduction in Ukraine, the Eastern Neighbourhood and the EU.
Human Security and Security Strategy: Institutions and Policies in a European Perspective
The conference ‘Human Security and Security Strategy: Institutions and Policies in a European Perspective’ enhanced current knowledge and understanding of the role the concept of human security plays in national and EU security strategies and contributed to the development of research-led teaching in European security studies in higher education institutions in Europe generally and the Eastern neighbourhood in particular. It also contributed to consolidating and extending networks and cooperation among scholars and institutions dealing with European security studies in this area and facilitated knowledge transfer from academia to policy, media, and the broader public. Conference participants gained a better understanding of the distinctive features of a human security approach in the EU’s security strategy and its implementation, and how it differs from, and overlaps with, traditional national security concepts. Further knowledge gains are expected from specific expert analyses of security challenges faced by the EU and individual states. Conference proceedings will be published and disseminated in print and online to ensure wide distribution and usage, including by making translations available.
Europe’s Evolving Security Architecture: Integration, Cooperation or Confrontation?
The dual enlargement of NATO and the EU have created a fundamentally different geopolitical situation in Europe and beyond. Against this background, the overall thematic focus of this project is to reflect on the implications of dual enlargement for the EU and assess its broader impact on European security as well as to translate this into new and innovative curricula, thus increasing the quality of higher education in the field of European Security Studies and to contribute to the enhancement of this area of studies by applying new research and teaching tools from an interdisciplinary and cross-cultural perspective.
Our core objectives with this project are to stimulate excellence in teaching and research in European Security Studies in higher education institutions in Europe generally and Eastern Europe particularly; to establish and critique the theoretical and methodological grounding of European Security Studies through the review of key concepts, texts and approaches and challenge the existing orthodoxy in the academic subjects locally, regionally and internationally; to build networks and cooperation between scholars and institutions, dealing with European Security Studies; to raise the teaching and research skills of the young faculty; and to promote the use of new information and communication technologies in teaching and research.
Among the measurable outputs we expect an increase in the number of courses and hours taught on European security issues in the institutions of participating faculty. In addition, we envisage several collaborative research papers to be published by participants and the production of teaching material and course readers relevant to the topic. The creation of a sustainable network of scholars, policy practitioners and civil society experts from EU member and non-member countries is a further expected result of this project. An additional impact of our project is an increase in the quality of the content of courses taught in the area of European security studies and an enhancement of the quality of teaching.
